The Department of
Personnel & Training is the coordinating agency of the Central
Government in personnel matters, specially in respect of issues
concerning recruitment, training, career development and staff welfare.
The
Department has been
functioning under the charge of Secretary (Personnel) who is presently
assisted by two Special Secretaries, one Additional Secretary, four
Joint Secretaries and other supporting officers and staff. Functionally,
the Department is presently divided into Ten divisions, each of which is headed by an officer of the
level of Joint Secretary or above.

| EO (ACC)
All appointments on the Board of Management of the Public Sector Undertakings (Chairman, Managing Director, Director, including part-time Directors) and Statutory Commission, Tribunals, Railways/ Banks, Financial Institutions - Autonomous Institute under the control of the Government etc. (Whether honorary or remunerative) and policy matters relating thereto. EO (Senior Management-I)
The following proposals in respect of posts outside Central Staffing Scheme at the level of Director and above from all Ministries, except Ministry of Railways and except posts in which appointment of IPS Officers is involved, are processed for ACC’s approval.
The Career Management (CM) Division of the office of the Establishment Office is responsible for maintaining the database of all the IAS officers and officers of Group ‘A’ Services on central deputation. It also maintains the database for the CSS officers of the level of Under Secretary and above. Basically it is a databank in the EO’s Division catering to the needs of EO’s Division as well as other sections outside EO’s Division, and various Ministries/Departments of the Central Government. These records are maintained on the basis of the ‘Orders’ issued by the various Sections in DOP&T, Central Ministries/Departments & State Governments. Thus, C.M. Division helps other Sections in providing readily available digitized information, required for disposing off important matters regarding RTI, Parliament Questions, etc., and also processing of cases for foreign assignments and trainings etc. |

Establishment Division
is the nodal division of DOPT for Personnel and Human Resource
Management Policies for the Central Government Employees. Its major
functions include:
(a) Policy formulation
and development; making it more responsive to changing socio-economic
realties and the evolving global environment.
Broad Work Allocation Section Wise :- Estt(A) - Work Allocation includes -
Estt(B) - All administrative
work relating to UPSC Estt(C) - Probation of Govt.
servants.
Estt(D) - General questions
relating to promotion & seniority.
Estt(RR) - Policy relating to
framing of Recruitment Rules.
Estt(Pay) - Pay Fixation,
stepping up of pay, interpretation of FR on pay matters, special
allowance, deputation allowance, incentive for acquiring Higher
qualification and for achieving excellence in sporting events.
Estt(Leave) - General issues &
interpretation of leave rules including special kinds of leave.
Estt(Allowance) - Scheme of engagement
of Consultant/Consultancy Fee.
Estt(JCA) - Holidays for Central
Govt. employees.
Estt(PIC) - Nodal Section for policy on optimisation of direct recruitment to civilian posts. |

| In spite of the elaborate system of rules and regulations which govern personnel management, there are Government employees who feel aggrieved by the Government decisions. The Courts used to take many years to decide these cases and litigation was expensive. In order to provide speedy and inexpensive justice to employees aggrieved by Government decisions, the Government set up the Central Administrative Tribunal (CAT) in 1985, which now deals with all cases relating to service matters which were previously dealt with by Courts up to and including the High Courts. There are now 17 regular Benches of the CAT functioning in various parts of the country, including its Principal Bench in Delhi. | |||||||||||||||||||||||||||||||||||||

The CS Division of the Department of Personnel & Training
is Cadre Controlling Authority in respect of three Central Secretariat
Services, which provide support and continuity of the governmental
system in the Central Government Secretariat. These are as under:

Matters relating to the above three services are dealt in CS-I Branch and CS-II Branch and all matters relating to the Associations and Unions of the three Secretariat Services are dealt in CS – IV section of the CS Division. Strength of the three cadres

The Central Government being the largest single employer in the country,
bears the major responsibility of looking after the welfare of a large
number of employees spread all over the country. This Ministry
recognizing that welfare of employees is one of the prime tasks of
personnel management, provides and aids a
large network of staff welfare programmes,
thereby underlining the fact that improvement in the working and living
conditions of the employees and their families, leads to efficiency and

| An important element of personnel management is the maintenance of the professional ethics and standards of the bureaucracy. The Department of personnel and Training determines Government policy for the maintenance of the integrity of the public services and eradication of corruption and coordinates the activities of various Ministries/Departments in that area. However, all Ministries/Departments and offices of the Government of India have the direct responsibility for the maintenance of discipline and integrity of their staff by taking preventive measures and eradication of corruption in their operational area of work. | |||||||||||||||||||||||||||||||||||||

| 10.Training | TOP | ||||||||||||||||||||||||||||||||||||
| Training Division administers induction training to recruits to the Indian Administrative Service and other All India Services and Central Services. The Department also sponsors a number of training programmes on a variety of subjects for different categories of Central and State Government employees. Training Division provides assistance for upgradation of the training equipment of Government Training Institutions.
