Personnel
Canteen employees working in Departmental Canteens located in Central
Government offices have been declared as Government employees w.e.f. 1.10.1991(DOPT
O.M. No.12/5/91-Direc.(C), dated 29.1.1992 (Annexure-XV) and have been extended all
benefits as are available to other Government employees of comparable status.
The present hierarchy of post in Non-Statutory Departmental Canteens is as
follows:-

5. Assistant Manager-cum-Store Keeper
6. Clerk
7. Halwai-cum-Cook

Staff of the canteen is under administrative control of respective Department in which
the canteen is functioning. The recruitment and promotion of staff is required to be done
as per Recruitment Rules notified by respective Department. Department of Personnel and
Training circulates Model RRs for canteen employees for adoption with suitable
modification if required. (O.M. No.3/2/2009-Dir.(C), dated 4.6.2014 and 22.5.2013
(Annexure-XVI&Annexure-XVII).
The duties and responsibilities of various posts in canteens are contained in O.M.
No.3/2/2009-Dir.(C), dated 5.6.2014(Annexure- XVIII).
