6. Source of income

(a) The sources of the income of the Residents’ Welfare Association shall be

Subscription and fees as laid down in the Constitution of the Association and/or funds
raised from time to time on specified counts.

Grant-in-aid from the Government;

Donations from Government or official bodies.

(b) Grants-in-aid

Government of India (Department of Personnel and Training) gives grants-in-aid to all the
recognized Residents Welfare Association. The quantum of the grants-in-aid, sanctioned
annually – is determined on the basis of the total amount of subscription realized from the
‘Regular Members’ towards membership fee. The maximum permissible limit of Grant-in-aid
has been enhanced to Rs.10, 000/-. The pattern of grant-in-aid to RWA will be as under:-

The pattern of grant-in-aid given by the Department of Personnel and Training to
RWAs will be linked to the number of members Group-wise i.e. quantum of grant-in-aid to
Group ‘C’ employees would be two times the amount of subscription realized from regular
members from Group ‘A’ and ‘B’ only matching grant would be provided subject to a limit of
Rs.10,000/-.

DOPT Letter No. 5/11/2010-Welfare dated 8.5.2013 (Annexure-XII). For sanction of
grant RWAs are required to submit their audited accounts of the previous financial year.

7. Facilities to the Managing Committees of the Associations

The Resident Welfare Association besides promoting social, cultural and other welfare
activities are also expected to attend to the civic problems and other amenities in their
areas. The associations should take up these matters with the local authorities through
correspondence followed by personal visits or meeting with the concerned officers. The
President/ General Secretaries of the Associations may, therefore, have to meet these
authorities during office hours. Instructions have been issued in this regard that the
Presidents/General Secretaries of the Resident Welfare Associations recognized by this
Department may be permitted to leave office during office hours, occasionally on receipt of
specific written requests from them, subject to exigencies of office work and satisfaction of
the officer concerned.
